NOTICE TO BLOWER SUPPLIERS/MANUFACTURERS

Notice is hereby given that Sacramento Regional County Sanitation District (Regional San) has
elected to prequalify equipment suppliers for seven (7) high speed Gearless turbo blowers,
included as part of the Channel Aeration Blower Replacement (CAB) project to be undertaken as
part of the EchoWater Project by Regional San. It is mandatory that all Blower suppliers who
intend to submit a price and offer to provide equipment to Regional San via the General
Contractor for the project, either directly or through a product representative or sales company,
must provide all materials requested herein, and be approved by Regional San via this
prequalification process. The General Contractor will be required to list one of the prequalified
blower equipment manufacturers with his bid.

Copies of the Request for Prequalification for Equipment Suppliers will be issued and posted on
the Regional San website at http://www.regionalsan.com/echowater-project-opportunities

Only blower manufacturers herein referred to as “suppliers”, and the specific blower equipment
in compliance with the enclosed specifications, and determined to be acceptable will be
prequalified for the work. No product representatives or other third party marketing or sales
organizations will be prequalified. This does not limit the participation of these companies in the
project, but merely requires that the actual blower equipment and its manufacturer be
prequalified for the work.

Answers to questions included in this request for prequalification, blower equipment technical
and performance information, as well as supplemental information as noted herein, are required
from prospective suppliers. Regional San reserves the right to validate supplied information from
other available resources. Regional San’s decision will be based on the evaluation criteria
described herein.

Regional San reserves the right to change, suspend, or rescind the prequalification rating based
on subsequently learned information. Suppliers whose rating changes sufficiently to disqualify
them will be notified and given an opportunity for a hearing consistent with the hearing
procedures described below for appealing a prequalification rating.

Regional San reserves the right to modify the technical specifications for the equipment
described in this request prior to issuing the CAB Project Construction Documents. Such
modification will not impact the outcome of this prequalification process, but will require the
supplier to comply with the modifications.

Even though an equipment manufacturer is prequalified, neither the fact of prequalification, nor
any prequalification rating will relieve any bidder or supplier from meeting the requirements of
the final CAB Project Contract Documents.

In most cases, the documents submitted pursuant to the Requests for Prequalification shall be
considered “Public Records” within the California Public Records Act. If the supplier wishes to
assert the confidentiality of any of its documents submitted pursuant to this Request for
Prequalification, the supplier must (1) clearly identify the confidential documents, (2) provide legal
grounds for the assertion of confidential documents, and (3) separately package and include the
confidential documents within the same package as the remaining prequalification submittal
documents. To the extent consistent with law, Regional San shall maintain the confidentiality of all
such information marked and submitted as confidential information. However, suppliers are advised
that the confidential contents of this prequalification submittal may be disclosed to third parties for
purpose of verification, or investigation of substantial allegations, or in the appeal hearing. State
law requires that the names of suppliers applying for prequalification status shall be public records
subject to disclosure, and the Prequalification Form of Section 3 will be used for that purpose.
The Prequalification Submittal is a request for information, not a cost proposal. Suppliers are
advised that a formal or informal cost quotation for the blower equipment is not requested by
Regional San and should not be included with the Prequalification Submittal.
Each prequalification submittal must be signed under penalty of perjury in the manner
designated on the Prequalification Submittal Form by an individual who has the legal authority
to bind the supplier on whose behalf that person is signing. If any information provided by a
supplier becomes inaccurate, the supplier must immediately notify Regional San and provide
updated accurate information in writing, under penalty of perjury.
Regional San reserves the right to waive minor irregularities and omissions in the information
contained in the prequalification submittal and to make all final determinations.

Regional San may refuse to grant prequalification to a supplier where the requested information
and materials not provided by February 8, 2018. The closing time for submittal of
prequalification documents will not be changed in order to accommodate supplementation of
incomplete submissions, or late submissions.
Where a timely and completed application results in a rating below that necessary to prequalify,
an appeal can be made. An appeal by the supplier shall be delivered to Regional San no later
than 5 business days following notification of not being prequalified. Without a timely appeal,
the supplier waives any and all rights to challenge the decision of Regional San, whether by
administrative process, judicial process or any other legal process or proceeding.
If the supplier gives the required notice of appeal and requests a hearing, an Appeals Panel
hearing shall be conducted. At or prior to the hearing, the supplier will be advised of the basis for
Regional San’s prequalification determination. The supplier will be given the opportunity to
present information and present reasons in opposition to the rating. Within five (5) business days
of the conclusion of the hearing, the Appeals Panel will render its decision.

SECTION 1
INSTRUCTIONS FOR PREQUALIFICATION SUBMITTALS
1.1 DELIVERY OF SUBMITTAL
The Prequalification Submittal shall be enclosed in a sealed package. The submittal shall be
mailed or delivered to the following location:

The outside of the package shall be marked “CONFIDENTIAL” and plainly identify the
subject of the submittal (Equipment Supplier Prequalification); the project title EchoWater
Project – CAB Project High Speed Gearless Turbo Blowers; and the name, address,
phone number, fax and e-mail address of the supplier. Each prequalification submittal shall
include a Prequalification Submittal Form (see Section 3) completely filled in and signed
by a duly authorized representative of the supplier.

The Prequalification submittal must be received by: 3:00 PM, February 8, 2018 PDT.

The e-mail address provided will be used to notify suppliers of evaluation results. The
protest period begins when the email notification is sent.
1.2 PREPARATION OF SUBMITTAL
Each prequalification submittal shall be assembled in one document with a Title Page,
Table of Contents, and Section Dividers. The submittal information shall be presented in
the order requested under Section 3, Submittal Information. Oversize drawings (larger than
11 inches by 17 inches), if provided, shall be folded and inserted in plastic carriers. One (1)
original, seven (7) copies, and one digital (PDF) on CD or DVD, of the Prequalification
Submittal shall be delivered.

If the supplier includes “confidential information” in their submittal, this information shall
be clearly identified as “confidential” and shall be assembled in the same manner as
described above. Furnish the same number of originals and copies and at least one PDF file
version on CD or DVD.
1.3 WITHDRAWAL OF SUBMITTAL
A Prequalification Submittal may be withdrawn by written notice to Maggie Kido prior to
the Prequalification Submittal due date. A supplier may also request to be withdrawn after
prequalification by written notice to Maggie Kido.

1.4 LATE SUBMITTAL
Any Prequalification Submittal received after the scheduled receipt date and time will not
be considered and will be returned to the supplier unopened.
1.5 PROJECT INFORMATION
A general description of the upcoming EchoWater Project - Channel Aeration Blower
Replacement (CAB) Project is included in Appendix A.
1.6 INTERPRETATION OF INFORMATION
If any supplier contemplating the preparation of a Prequalification Submittal is in doubt as
to the true meaning of any part of this Prequalification Document, or finds discrepancies or
omissions, the supplier may submit a written request to Maggie Kido, PMO Project
Manager ([email protected]), for an interpretation or correction. The person
submitting the request is responsible for prompt delivery and follow-up with by Ms. Kido.
Requests must be received by February 2, 2018. Any interpretation or correction of this
Prequalification Document will be made only by a written addendum. Each addendum will
be posted on the Regional San website. It is the responsibility of the supplier to frequently
check the website for new addenda. Regional San will not be responsible for any other
explanations or interpretations of this Prequalification Document.
1.7 DETERMINATION
Upon review of the on-time prequalification packages, Regional San may schedule
individual conference calls with each supplier that met the prequalification requirements.
The purpose of this conference call will be to allow both the supplier and Regional San the
opportunity to ask questions and provide interpretations on items that may be unclear. The
parties involved in this conference call will be the supplier, Regional San, the CAB Project
Management Office (PMO), and the CAB Design Team.

Regional San will determine the prequalification status of each supplier based on the
responses to the information requested in Section 3. Regional San shall be the sole judge as
to the adequacy of each supplier to provide equipment for this project and Regional San’s
decision shall be final.

The anticipated schedule for supplier prequalification determination is provided in the
Notice to Blower Suppliers/Manufacturers.

A supplier that submitted a Prequalification Submittal and wishes to appeal the final
selection of prequalified suppliers shall file a written appeal with Regional San directed to
Maggie Kido. Regional San must receive the appeal no later than five (5) business days
after the date the Supplier receives notification of its prequalification status from Regional
San or the appeal will be dismissed.

As stated in “Notice to Blower Suppliers/Manufacturers” above, being qualified to supply
the High Speed Gearless Turbo Blowers for the CAB project does not relive the supplier
from providing blowers that are in full conformance with all of the requirements of the

actual contract documents issued for the work. The purpose of this prequalification request
is to establish qualified suppliers to be listed in the contract documents.

Inclusion in the pre-qualification list does not relieve the Blower Manufacturers of meeting
the Contract Documents requirements at the time of bidding and does not represent
approval of the Blower Manufacturers standard products or those provided at the time of
pre-qualification.
1.8 EXCLUSION OF COST QUOTATIONS
The Prequalification Submittal is a request for information, not a cost proposal. Suppliers
are advised that a formal or informal cost quotation for the blower equipment is not
requested by Regional San and should not be included with the Submittal. Any such
information furnished will not be considered.

SECTION 2
SCOPE OF PREQUALIFICATION
2.1 INTENT
The prequalification procedure will be used to determine responsible qualified suppliers that
will be listed in the contract specifications for the High Speed Gearless Turbo Blowers. A total
of seven (7) blowers are included in the work. However, prequalification is not a conclusive
determination of the suitability of the supplier’s blower equipment. In all cases, the supplier
ultimately selected by the General Contractor to supply the subject blowers shall comply, in all
respects, with the requirements of the construction Contract Documents for the project.
It is intended that one or more blower manufacturers and the blower equipment they
describe using the information submitted in response to this request, will be prequalified to
provide the subject blowers for the CAB Project. The submission must be made by the
manufacturer of the subject blowers. No product representatives or related sales and
marketing companies will be prequalified and any submission made by such a company
will not be considered for prequalification.
Nothing in this request for prequalification of equipment suppliers shall have the effect of
modifying or substituting for the requirements of the final contract documents ultimately
used for the CAB Project. All equipment ultimately provided for the work must be in full
compliance with the requirements of the contract documents issued for the work.
2.2 PRODUCTION CAPACITY AND EXPERIENCE REQUIREMENT
The prequalification procedure involves the review and evaluation of information regarding the
capacity and proven experience of the supplier to manage, design, manufacture, test, deliver,
and service the subject blowers in a manner acceptable to Regional San. The experience of the
supplier will be evaluated on the basis of the Prequalification Submittal and from information
gathered by Regional San from the references of related projects. Proven experience is defined
as the actual performance of the blowers provided on previous projects of a similar nature (see
Part III of Section 3 for experience requirements) as corroborated by said references.
2.3 EQUIPMENT CONFIGURATION AND PERFORMANCE REQUIREMENT
The prequalification procedure involves the review and evaluation of information regarding
the configuration and performance of the subject blowers as stated by the supplier in
accordance with the requirements of this prequalification submittal. The configuration and
performance of the subject blowers will be evaluated on the basis of the prequalification
submittal information provided by the supplier. Regional San is not obligated to obtain any
additional information regarding the configuration and performance of the subject blowers
beyond the information provided in response to this request.
Regional San is not obligated to prequalify or accept a supplier that does not provide
complete information demonstrating conformance with the configuration and performance
requirements required by this request.

SECTION 3
SUBMITTAL INFORMATION
3.1 GENERAL
The Prequalification Submittal prepared and delivered by prospective High Speed Gearless
Turbo Blower suppliers shall include as a minimum the information listed herein. Each
supplier shall review the requirements of this Request for Prequalification document and
provide any additional information the supplier deems necessary to allow complete
determination of conformance with the evaluation criteria utilized for the Basis of
Determination. Incomplete or unclear information may be grounds for rejection of a
submittal as nonresponsive.
3.2 CONTENTS
The prequalification submittal information shall, at a minimum, include the following:

PREQUALIFICATION SUBMITTAL FORM—fully completed, signed, and dated using
the form that follows this page.

PART I. ESSENTIAL REQUIREMENTS FOR QUALIFICATION—attached
questionnaire fully completed.

PART II. ORGANIZATION, HISTORY, AND PERFORMANCE—attached
questionnaire fully completed, including additional information and separate
signed sheets as may be required to provide complete documentation of the
responses to each question.

PART III. SUPPLIER’S FACILITIES, CAPACITY, RECENT EQUIPMENT SUPPLY
PROJECTS COMPLETED, AND TECHNICAL EQUIPMENT
INFORMATION—all required descriptive and technical information required
to provide complete responses to the requested information for Parts III.A,
III.B, and III.C.
