Chapter 644. 1,000 Envoys Arrive.

“Welcome to Nualis.”
In a room inside one of the structures she built in Nualis, a total of 1,000 people gathered together. They were the delegation chosen to come from Ceperet to slowly create and develop Nualis so that it could be connected in the future.
In front of these 1,000 people, five wore similar clothes and exuded a subtle sacred aura. The clothes were green-colored priest clothes. The chest area was crafted from intricately layered leaves, while all of them had a gorgeous illustration of Liu Shu’s true form on their stomach area.
The five were female, and among them, there were two Sylvans, two humans, and one catkin. These five began, bowing to the wooden avatar standing before them, while the other 995 followed suit.
“Thank you, Lady Liu Shu.”
“Thank you, Lady Heavenly Willow!”
The only beings that had the right to call Liu Shu by her name were the . And among all of them, Tanya was at the helm.
The gorgeous cat-kin straightened her body, looking at Liu Shu’s wooden avatar with a smile. She had already spent many years studying, having earned the right to become an official of the .
Now, she had set out to open a branch in Nualis under Elyne’s orders. By her side, another four stood with proper postures, all equally qualified to Tanya.
Liu Shu glanced at them with a smile and nodded. “As you’ve heard, I’ve basically taken the world over. However, the political and diplomatic work is far from finished. What I want from your group is one thing: Unify the world’s governments.”
Everyone listened with serious expressions and fervor in their eyes. It was not every day that the Heavenly Willow spoke to them in such a direct manner.
“This world is very different from Ceperet. From cultural standpoints to development paths. It is also for those reasons that 70% of you are semi-aquatic or fully aquatic species.”
She then summarized their current location. “The city you stand in now is called , a city built in the heart of , previously known as the . This location is where I landed initially, and it is under the jurisdiction of World Tree Carmelya, also known as Lady Honeycrown.”
Liu Shu spoke softly. “She is low-level and has a lot to learn. However, other World Trees like Lakeborn and Snow, whom I relocated to this world, are helping her in the shadows.” The wooden avatar squinted dangerously. “If I ever find out that someone has tried to take advantage of Carmelya’s naivety, I won’t be kind.”
Tanya spoke solemnly. “We don’t dare!”
The rest followed, repeating in a chorus. “We don’t dare!”
Liu Shu nodded with a smile. “I do hope that your words are truthful. Now that I have explained the basics, let me inform you on the basic structure and summarize the power dynamics of this world.”
Liu Shu sat on a chair, speaking slowly. Her voice was delightful. The gentleness of her tone as she narrated events gave the listeners a sense of peace. Thankfully, the soothing nature of her voice didn’t spark sleepiness. Instead, it allowed everyone to keep a fresh mind and absorb information like a sponge.
“Finally, the Star Chart Newts.” Liu Shu paused here for a moment, and everyone could see hesitation flash in the Avatar’s expression. After a few moments, she just sighed and shook her head. “I’ll explain things as they are. I am also willing to listen to voices of dissent. However, please wait until I explain the reasoning behind my actions.”
Tanya was a bit confused, her cat ears twitching.
Nevertheless, everything made sense when Liu Shu explained. The more she listened, the more she found Liu Shu’s method unusual. Of course, she, as a 71-year-old woman who looked barely beyond 25 outwardly, was not unaware of one of the darkest of Liu Shu’s past actions: the Abyssal Void Nexus’s attack.
So, instead of panicking, she listened attentively. As she expected, the actions that looked ruthless outwardly were backed by reason and logic. Tanya’s frown relaxed, internally nodding and admiring how Liu Shu took care of it.
‘Most rulers would’ve either forcefully annihilated or integrated them. Yet she is giving them a chance to develop independently while starting all over.’ Tanya then remarked internally. ‘As long as they are taught the common sense of our Golden Sap Empire, this second chance will allow them to be reborn as a powerful and influential species without becoming harmful. I don’t think anyone would take Lady Liu Shu’s actions incorrectly.’
“Lady Heavenly Willow… Isn’t that a bit too cruel?”
Tanya blinked her emerald-colored cat eyes, turning to look at the source of such a stupid question. ‘Well, thankfully I didn’t speak aloud, or I would’ve been slapped by my overconfidence quite loudly.’
Liu Shu looked at the human woman who spoke and smiled. “It is. I never denied that. However, do you have any other better solution?”
Tanya, though, protested. “Lady Liu Shu, your actions are far from cruel. The elderly and those who refuse to reproduce will live a life of luxury. They won’t lack anything. Not to mention, the area you’ve sealed off for them is large enough to explore for a single lifetime. For a nonconformist species, your treatment is almost better than the one you are giving to those who have voluntarily accepted to join us.”
The human woman spoke with a frown. “Saint Tanya, I do respect you; however, you speak from bias.”
“Bias?” Tanya’s smile turned slightly cold. “What bias is here? Be it the Salamanders, Fairies, Frogs, or Mudskippers, they will need to join our society and embark on a journey of self-discovery and learning to integrate into it. Lady Liu Shu’s aid will be housing and free education. Beyond that, the first generations will have to use raw effort if they want to amount to anything in a society where their levels and tiers are considered mediocre at best.”
The woman wanted to speak, but Tanya pushed. “On the other side, the Star Chart Newts will live worry-free. Everything will be handed to them, as their young will probably enter the most prestigious institutions so that there is no mistake in their re-education. They all have their lives essentially solved for the first few generations and will only be gradually stripped of their benefits until they are at the same level as everyone else.”
Having said that in almost a single breath, Tanya looked coldly at that human woman and asked. “Where is the cruelty? Where is the bias? If there is any bias, it is in favor of the Star Chart Newts and their talents. Were they a normal species without such terrifying powers, they would’ve been lucky if the Golden Sap Army didn’t knock on their door tomorrow!”
Her voice echoed in the large room, all 1,000 people feeling an imposing aura from the catgirl. Liu Shu was faintly surprised, but she couldn’t help but smile. ‘She has really… matured.’
It was difficult to relate this imposing, beautiful woman to the cute and innocent little girl she had encountered back then.
“Alright, enough. Thank you for defending me, Tanya.”
Tanya’s cold expression relaxed, and she smiled softly. “I am just telling the truth. Do not worry, I will take personal lead in the reorganization of the Star Chart Newts so that there is no mistake.”
“Mhm. I will leave it to you.” Looking at the other four , she smiled and spoke softly. “You four will divide the following two duties among yourselves. Two of you will lead the construction of the church. Another two will go together as diplomats, speaking with the leaders and helping us spread the belief system. They do not have developed religions, so it will be easy to sneak into that void.”
“Understood, Lady Liu Shu.”
The four bowed with smiles. They had spoken with Liu Shu plenty of times, so they knew about her personality much better than most.
Speaking of them, the reason for the Saints and such being only female was also Elyne’s doing.
Her reasoning was that to become a “true” later, they needed to be at least similar to Liu Shu’s inside the . That made males straight up ineligible. Of course, if Liu Shu’s Avatar were male-looking, then Elyne would’ve restricted females from access to those positions instead.
After organizing the saints, Liu Shu presented a list of tasks to be completed. There were leaders and such among the 1,000 people, so she could easily be hands-free on the matter. These 1,000 were not selected at random, after all.
‘Great, with this, Nualis is settled for the immediate future. I will just need to keep an eye on the progress from time to time. My roots should also take over the entirety of Nualis in just a few years.’ A smile appeared on her real lips. ‘I wonder how they will develop. It’s something I am looking forward to.’
Her gaze, therefore, moved away from the world. “Now the most immediate problem is myself… I need to develop a method to move my main body.”
Liu Shu used to look at herself with essence vision. That way, she could ignore the ground and look at the complex network below her trunk.
Her roots below her body were thick and numerous, each carrying rivers of ternary essence within them. With her vision restricted to essence, she couldn’t help but marvel.
‘I am like an endless river of raw essence. Unending, unstoppable, and bottomless. How can I even move my body away without completely destroying the main essence flow connected to my true self?’
If she moved her body and her roots for some reason detached, everything she had built until now would collapse. This was not as simple as moving houses. She was basically trying to leave her functioning organs in one place and move the rest of the body to another while still connecting everything together.
“It’s… an insane thing to do.”
Not to mention, the methods she would use must allow her to grant others access or manifest to defend her territory. After all, among her many qualities, her main body was by far her strongest asset.
