As soon as Clovis returned to Absalom, a lot of things had changed.
The city he remembered was supposed to be in ruin, but it might be because of Kanaria that he could see a third of the city had been rebuilt.
The cost was definitely enormous, but he never thought the process would be this fast.
And it looked like other areas were also in the reconstruction. At this rate, it wouldn’t take more than three years to completely rebuild the city.
There were four important factors here. The first one was definitely Kanaria and all the staff. They had worked tirelessly to make it possible.
The second one was Hana. Hana not only sent money, but she also used her connections to make the resources available for Kanaria.
The third one was OpenSecurity. They were a subsidiary of the OpenSky Company that handled the explorers.
They were protecting the city. At the same time, they could get a lot of profit and essence since they were the ones monopolizing the hunting area.
This opportunity boosted their growth, which became a win-win situation.
The last one was definitely the government’s support. Even though Clovis was here, the government had made sure that no one was messing around with his city.
There was no sabotage from other people, which allowed the city to progress smoothly.
Clovis could see that several families had relocated here, mostly from the Havenson family, the Renvolt family, and the Risevan family.
They fought together with OpenSecurity and grew the family further. Even the Risevan family, with a Tier 7 human in their ranks, believed the family would grow even bigger if they stayed here.
With Aileen being a part of the Libation Fiesta, they obviously got special access to it.
However, the most important thing that happened was definitely the Skylift.
That was right. Previously, the access to the underworld was a bit restricted, so there wasn’t much they could do with the underworld.
Hence, Kanaria and Hana diverted most of their resources to repair the Skylift. Now that the Skylift had been repaired, they could send resources to the underworld, which would begin its massive reconstruction.
"This is amazing..." Clovis exhaled in astonishment. "You managed to do this in 1.5 years?"
"I did receive a lot of help." Kanaria smiled. "Right now, we are focusing on the reconstruction of the wall first. Once the wall has been fixed, we can begin the reconstruction of the underworld city safely."
"You can do whatever you want. We have a lot of money as well, and Hana is doing her best to get even more money." Clovis shrugged.

"Just let’s just go to her."
"This way then." Kanaria led him to Rena, who seemed to be busy with a lot of paperwork. According to Kanaria, the paperwork was mostly for the government.
Since it was an independent city, Clovis could accept the military or not. Christina had told him about the Elseingarde family that chose to accept the military to maintain the order, but the military would still be under the Elseingarde family.
It looked like there needed to be an agreement between him and the government. Then again, he had accepted their proposal before, so Rena probably was handling the matter.
"Ah!" Rena was so focused that she only reacted to Clovis’ entrance a few moments later. "You’re back."
"Yep." Clovis nodded. "I heard you want to talk to me."
"Yes. There are three things actually." Rena raised three fingers. "First, I want to confirm your intention in accepting the military to this place."
"Military and police. However, the terms should have been stated previously."
"They will be under your jurisdiction, yes. The contract will be renewed once you establish yourself as a Tier 9 human."
"You may proceed that way."
"Understood." Rena continued, "The second matter is regarding the underworld city. Although this is an independent city, it is considered private property. So, you may use the law to gather tax from the people here, but at the same time, you will have to pay tax to the government.
"The tax will be set at 3%. Will that be fine?"
Kanaria whispered, "That should be good enough. From what I have heard, the Elseingarde pays 5%. It might look small, but when you are dealing with a city, the income is so large that even 1% hurts."
Clovis thought for a moment. It might be smaller than the Elseingarde family, but he had to calculate his own worth as well.
Just like the Hacfield family, the Elseingarde had their allies as well. But if he was thinking about his parents, the Hacfield family, and even the connections he brought, 3% was a bit too much.
After all, other than tax, he would guard this nation.
Hence, Clovis raised two fingers. "2%. It’s non-negotiable unless the government is underestimating my potential and connections."
Rena nodded. "I will relay your message first. As for the last one, the president would like to meet you. Is it possible?"
"I would be honored, but as much as I would like to meet him, I’d like to focus on absorbing the essence first and evolve to Tier 6. It shouldn’t take more than a week. I wonder if you could ask for his understanding?"
Rena had a wry smile. Clovis had been gone for over 1.5 years, so it was rather a headache. But Clovis mentioned ’Tier 6,’ so the president should feel delighted.
"Understood. I will relay your message. I’m sure the president will be delighted to know that you have become Tier 6."
Then again, Clovis only took 1.5 years to reach Tier 6 from his previous level, so he managed to maintain his growth speed even at this level.
It shouldn’t be hard to convince the president with this argument.
